Energy Coast West Cumbria Ltd (BEC) has completed its initial targeted market engagement and has been commissioned by the Nuclear Decommissioning Authority (NDA) and Cumberland Council to deliver a masterplan for the potential development of clean energy on land adjacent to Sellafield.
In June 2025, the UK Government announced plans to explore hundreds of acres near Sellafield for a major clean energy project, potentially including new nuclear power facilities. The area under consideration includes part of the former Moorside site, which is already officially recognised as suitable for nuclear development.
Pioneer Park is envisioned as a transformative initiative designed to broaden and strengthen West Cumbria’s economy by reducing reliance on Sellafield and creating new opportunities within the clean energy sector.
BEC is a partnership between the Nuclear Decommissioning Authority (NDA) and Cumberland Council. The company specialises in property management and development, with regeneration and community benefit at the heart of its work.
BEC has been responsible for carrying out focused market engagement with a range of clean energy and redevelopment organisations. This process assessed the technical potential for clean energy generation on the site and explored opportunities for complementary development.
With the initial engagement and assessments complete, Pioneer Park is now progressing to its next phase. The tender process is open for the appointment of a Project Management Office (PMO) and for the development of the site’s comprehensive masterplan. The PMO will oversee project coordination and delivery, ensuring milestones are achieved and stakeholder interests are fully represented. The masterplan, developed in collaboration with key partners, will build on the insights gathered to date and provide a strategic framework for the site’s long-term development.
The tender process for both the PMO and the master plan officially opened on Tuesday 9 December 2025, inviting qualified organisations to participate and contribute to shaping the future of Pioneer Park. This phase marks a significant step forward in enabling further market involvement and guiding West Cumbria’s transition towards a clean energy future. The finalised master plan is targeted for publication in late 2025, following the completion of this tender stage and subsequent planning activities.
The tender process for Pioneer Park is designed to ensure transparency, competitiveness, and the involvement of the most capable organisations in delivering the project’s ambitions. Starting from Tuesday, 9 December 2025, interested parties are invited to review the requirements and submit their proposals for the creation of a Project Management Office (PMO) and development of the site’s master plan.
