Pioneer Park is a multi-generational clean-energy development empowering coastal communities on the West Coast of Cumbria, set to be built on 200 acres of land already designated for new nuclear power generation, adjacent to the Sellafield site.
Pioneer Park aims to broaden and strengthen the local economy in West Cumbria by building on the area’s world-class workforce, nuclear expertise, and supply chain capabilities to support future clean energy projects, technologies, and industries.

BEC is a partnership between the Nuclear Decommissioning Authority (NDA) and Cumberland Council, specialising in property management and development with regeneration and community benefit at the heart of its work.
BEC has led focused market engagement with a range of clean energy and redevelopment organisations to assess the technical potential for clean energy generation on the site and explore opportunities for complementary development. This work has informed the vision, scope and long‑term potential for Pioneer Park.
Following a competitive tender process and the completion of initial engagement and technical assessments, BEC appointed Mott MacDonald and WSP in March 2026 to lead a six-month master-planning programme to help shape the site's future vision.
Working closely with partners locally and nationally, and bringing together the views of key stakeholders, BEC remains committed to positioning Pioneer Park at the centre of conversations about clean energy, advanced nuclear technologies, and future economic growth in Cumbria.
The appointment of global engineering and advisory firms Mott MacDonald and WSP to lead the Project Management Office (PMO) and develop a master plan for Pioneer Park marks a major milestone in the project’s progress.
The appointment follows extensive market engagement led by BEC and a competitive tender process to identify partners best placed to help shape the future of the site. This work has been made possible through an initial £1 million investment from the Nuclear Decommissioning Authority (NDA) to support the master planning phase.
The tender process for the PMO and master planning services formally opened in December 2025, inviting experienced organisations to contribute to the development of Pioneer Park and support West Cumbria’s transition towards a clean energy future.
With Mott MacDonald and WSP now appointed, the project has moved into its master planning phase. The final Pioneer Park master plan is expected to be published in late 2026, following further technical work, engagement and planning activity.
