Energy Coast West Cumbria Ltd (BEC) has completed its initial targeted market engagement and has been commissioned by the Nuclear Decommissioning Authority (NDA) and Cumberland Council to deliver a master plan for the potential development of clean energy on land adjacent to Sellafield.
In June 2025, the UK Government announced plans to explore the development of hundreds of acres of land near Sellafield for a major clean energy project, which could include new nuclear power facilities. The area under consideration includes part of the former Moorside site, which is already recognised nationally as suitable for nuclear development.
Pioneer Park is being developed as a transformative, long‑term initiative to diversify and strengthen West Cumbria’s economy. The vision is to reduce reliance on Sellafield while creating new, high‑value opportunities across the clean energy sector, supporting jobs, investment and sustainable growth for the region.
BEC is a partnership between the Nuclear Decommissioning Authority (NDA) and Cumberland Council, specialising in property management and development with regeneration and community benefit at the heart of its work.
BEC has led focused market engagement with a range of clean energy and redevelopment organisations to assess the technical potential for clean energy generation on the site and explore opportunities for complementary development. This work has informed the vision, scope and long‑term potential for Pioneer Park.
With the initial engagement and technical assessments complete, Pioneer Park has now progressed through its procurement stage, and the tender process for the appointment of a Project Management Office (PMO) and the development of the site’s comprehensive master plan has concluded.
The master plan, developed in collaboration with key partners, will build on the insights gathered to date and set out a clear strategic framework to guide the site’s long‑term development.
BEC has appointed global engineering and advisory firms Mott MacDonald and WSP to lead the Project Management Office (PMO) and develop a masterplan for Pioneer Park, marking a major milestone in the project’s progress.
The appointment follows extensive market engagement led by BEC and a competitive tender process to identify partners best placed to help shape the future of the site. This work has been made possible through an initial £1 million investment from the Nuclear Decommissioning Authority (NDA) to support the master planning phase.
The tender process for the PMO and master planning services formally opened in December 2025, inviting experienced organisations to contribute to the development of Pioneer Park and support West Cumbria’s transition towards a clean energy future.
With Mott MacDonald and WSP now appointed, the project has moved into its master planning phase. The final Pioneer Park master plan is expected to be published in late 2026, following further technical work, engagement and planning activity.
